"Other nationality" : can nationality mean something other than citizenship?

My mom was born in USSR in Belarus. Her birth certificate is from USSR - doesn't state nationality. Her passport is from Belarus - states nationality as Belarusian.

She never had passport of any other country than USSR/Belarus.

 

According to some papers (specifically, my USSR birth certificate) her nationality was written as "Russian". She never lived in Russia, wasn't eligible for Russian citizenship and never had it.

 

Should she mention just Belarusian nationality, or should she add "Other" nationality as Russian?

Passport is what counts.

Though technically she has held two nationalities, 1. USSR, 2. Belarus. Her USSR nationality ceased with the dissolution of the USSR and was succeed by her Belarus nationality.

Agreed.

@irertwert, nationality in this context = citizenship

 

If asked about previous nationalities held, you may need to include USSR. I'm not 100% sure but that's I think.
