Thats totally incorrect. The USCIS is funded by the Presidents Budget. Go look at the 2023 Department of Homeland Security United States Citizenship and Immigration Services
Budget Overview. The FY 2023 Budget includes $913.6M, for 4,001 positions; and 3,014 full-time equivalents (FTE) in discretionary budget authority for the U.S.
Citizenship and Immigration Services (USCIS). This funding level represents an increase of $444.1M above the FY 2022 President’s Budget.

Hello. 
Reach out to your congressman or senator. My husband filed for AOS Oct 2021… got letter for interview may 2022… however we couldn’t attend to us relocating for my husbands new job. File got transferred to new office. We relocated again the following year to Georiga. File got transferred to another office.got notice to get new medical exam. Received letter stating they received our evidence and file under review. It was under review since may 2022. Called Uscis all the time for update . Put in requests for tier 2 assistance. Nothing worked. Finally decided to reach out to our local congressman in march 2024. They responded right away and within a week.. they sent us a communication from the Atlanta field office stating that our case is being flagged for potential interview waiver. Continued to follow up with congressman team for the next few weeks. Then we finally got a notice from the congressman with the letter they received… our file was approved for green card without an interview. In a matter of a few weeks.. our local congressman team was able to push it through quickly for final approval. Husband got green card in the mail in April! Highly recommend reaching out to your congressman to get this going. If anything it just shows the field office that people are monitoring the case Status.
