If my fiancée, currently on an F-1 visa, and I (a U.S. citizen) decide to get married outside the United States without immediate plans for her to apply for a green card, what steps should we take? Can we later change our minds and pursue the green card process, and if so, what would be the process for that change?

Possible but high risk, I suppose we first need to know your risk tolerance.

She is here now and AOS is allowed, but leaving, getting married and coming back in AOS is not allowed. Sure you don't have plans to adjust now but you're here asking about just that.  You're still planning on adjusting down the road and that plan is now with full intent just because your plan is not to do it right away it is still planned. Who knows after you get married and she plans on entering the US with her student visa they wouldn't discover the marriage and then deny her entry. 

 

Best plan is to just go ahead get married stateside and start the AOS process. If it is a wedding you want with her family you can go ahead and plan that part after she gets AP and still have the wedding.
