So from my understanding, if the petitioner is only a permanent resident then we follow the visa bulletin but if the petitioner is a citizen then visa bulletin is irrelevant - am I correct?

Generally, it depends on visa category.  In this case, if petitioner was a US citizen, a visa number is immediately available.

Ok, I'm assuming this is very good news. As I mentioned in the original post, my stepson's priority date is: Sept. 30, 2019.

The December 2023 bulletin showed Feb. 8, 2019.

Now looking at the upcoming Jan. 2024 bulletin is shows Nov. 1, 2019. Does that mean he should receive an interview appointment any day now or at least sometime in January?

I sure hope so! If we don't hear anything soon, I'm thinking we should contact the NVC ASAP.

Any advice would be appreciated. Thanks.

It is very good news it certainly won’t be ‘any day now’ as there is still no visa available to him until January. And I’m not sure what the wait is like for an interview in the Philippines, but once January rolls around he’ll be added to the queue for one, so hopefully not too much longer to wait.

Good luck.

No worries. Just keep an eye on the status, that’ll tell you when it’s being transferred to the consulate.

And I’d recommend you search for info on Manila, both to get an idea of how long the wait time is there for an interview date, and also to check that it’s a consulate that will schedule the interview for you and not expect you to do it yourself.

Best of luck.

What's a good online resource for me to find this type of info? Thanks.

You're already on it! You can go to the Philippines sub forum on here, or search the timelines to give you an idea of how long people are waiting for an interview once they're added to the queue.
