N600 certificate of citizenship

I am a us citizen and my wife and 3 years old son came with IR2 visa. After receiving green card I applied for his us passport and  received it . Now I applied for certificate of citizenship N600 form and after 3 months received a RFE :

Submit proof of your residence in the U.S. for you and your USC parent from November 30,
2022 to Present
.

Evidence may include, but is not limited to, the following:
IRS tax return transcript or federal tax returns,
Rent or mortgage payments,
Utility bills,
School_Records, or
Other relevant documentation.

 

I have federal tax returns which shows my son as dependent and my usa address but I don't have rent or utility bills . I don't have any other documents with the address in his name except state Id. 

Should only tax returns be enough? 

If anyone could help it would be much appreciated

You can only supply what you have. Any vaccination records.. health records of visits to DR , urgent care etc? Listed on your health insurance ?

Tax returns are not evidence of being physically present in the US, so, no.

 

Have you been in the US since the date specified?

 

If so, you should have your son’s vaccination and medical records.

 

How is it possible that you have no bills in your name, coming to your address?

 

And since he has his US passport, why the need for the N-600?

proof of resdency like parent's state DL,  bank account statement 

copy of his birth certificate with parent's name

his passport page(s) showing date of entry to USA

copy of your natrualization or US birth

None of them , vaccines already done in country of origin and no need for visits to DR . I have him in my health insurance ,should I ask them to give me any statement ? Thank you for your help!

yeah,  u should also have a health care notice where u added him to your plan with the date after child's arrival (which would follow his immigration stamp)

Timeline

The reason why they are asking this, is because on the day of your naturalisation your child became a US citizen as well if said child was a LPR at the time of your naturalization, in the US, with you having legal and physical custody. It seems USCIS is struggling to determine if your child was with you and in your custody at the time.

Passports are issued by the state department. N600 is issued by immigration. The N600 is better proof of citizenship plus the kid doesn't need to keep renewing the passport. 

My wife came to the US on an F1 visa about 10 years ago.

But in what instance would an N-600 trump a U.S. passport when it comes to evidence of citizenship?

Some government jobs with certain security levels require the N-600. Someone has posted about that before. . Also your passport can't be expired to be used as identification. In certain cases even though the person had a passport they were ruled not to be citizens due to the passport being issued in error. I have not found any case that has happened with a N-600,
