Hello all, thank you in advance for your help. Back in 2015 I submitted I-130 for my brother to eventually move him to US. I-130 was approved last year and the case was moved to NVC. We got instructions from NVC to login to https://ceac.state.gov/IV. Instructions state "If you do not log into CEAC or communicate with NVC regarding this immigration visa case for a period of one year, by law the Department of State must terminate your visa application." I logged in as a petitioner a few times, there are buttons there for IV FEE and IV Application, but they don't work. They're not clickable. The year almost went by now since the petition got approved and I don't want it to be terminated, but I don't know what am I supposed to do to advance our case? Do we just wait whatever the long wait 10+ years until there is an immigrant visa number available for my brother and then these buttons will be activated to pay the fee and submit documents then? Or is it something that we need to do now ASAP? Does my brother need to log in to pay the fees himself as an applicant, since it won't let me do so as a petitioner for him? Please somebody who is familiar with this explain this to me.

You are just waiting they do not collect the fees etc until neater the time.

The payment features will be enabled when the case PD becomes current on table B of the visa bulletin.  Until then, you just wait.  Nothing else you can do to advance the case.
