K1 embassy interview refusal pending place of birth notary

Not common at all.   What country?   Some high-fraud countries have very high rates of falsified documents.   Can you obtain a high quality certified birth certificate?

Depends on the country of birth. In some countries it is the norm

The interviewer said everything looks good but that because his place of birth (he lived in Europe for over 25 years) has no functioning government that he would need to submit a notary and 2 affidavits from relatives confirming his place of birth

 As @SalishSea asked, where was he born?  In what consulate was the interview held?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Beneficary always has to take original birth certificate to interview

If not done, then yes,  you need to get the proof as directed

 

They did not deny visa just put into AP for documents

One country this is common for is Somalia - and is the norm for anyone with documents from there.
