Waiting time for i-130 dropping significantly?

Hi all, I just wanted to ask if its normal for the processing time on USCIS to drop dramatically in a short amount of time? Our application went from 10 months until case decision (submitted in June) to recently dropping to 2 months and now it is saying 5 weeks. We obviously didn't expect this so I'm just wondering if its normal? It is now saying 5 weeks until case decision and that USCIS is actively reviewing our case.

The numbers they post seem to be random.
