I 864 (Household Size) RFE - Joint Sponsor

I have a joint sponsor and I received the generic RFE.

 

My joint sponsor is living here with his wife, and they have two kids abroad (under 10 years old), who are not citizens or permanent residents yet (still waiting for their interview at the consulate abroad)

 

Now, about calculating the household size correctly, should those two kids be counted as part of the household?

1. They are not currently living with the joint sponsor in the US

2. It's tricky because since they are dependents, but they live abroad, are they part of the household? Because household should be people living together in some capacity

All minor children must be included in the household size no matter where they live.
