My wife lived in Japan for a few years and we just received its police clearance in the Philippines. Do we (for those that experienced the same thing) open up the police clearance and scan it, or do we scan the envelope and upload it to NVC?

 

We're scared opening up the clearance will invalidate it and having to get another clearance will either take a long time or not possible at all.

If you  mean a Japanese police certificate, you must not unseal it.

Scan the envelope (front & back) and upload the PDF scan to CEAC.

 

From https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Japan.html -- "Japanese Police Certificates are issued in a sealed envelope. If the seal is broken, the certificate is considered invalid. Visa applicants should not open a sealed envelope containing a Police Certificate. The applicant must bring the original Police Certificate in a sealed envelope to the U.S. Embassy/Consulate at the time of his/her interview. Applicants should only send a photocopy of the sealed envelope to the National Visa Center, but not the actual police certificate itself."
