Does this mean a refusal 
The U.S. Consulate in Toronto has received your application submitted under the Interview Waiver guidelines. However, upon further review the consular officer has determined that you require a personal interview. Your passport will be returned to you through the courier service. Once you have received your passport, please proceed with scheduling an appointment by revisiting your profile
As while booking an appointment for the interview,it asked a question “have you been refused a us visa in the last six months for applying in the same class .So very confused .Thanks

i also didn’t get any slip in my returned passport only the above email …Is this normal

You were not refused visa on this letter. You were denied the interview waiver. Answer is no, unless you have been denied a visa before....

if you applied for one and was denied, then its yes

if no visa applied for, answer no

applying for  waiver is not a visa application

No ,I wasn’t denied earlier ,had a 10 year multiple b1/b2 visa .It’s just that on the case status it shows refused so was confused.

Need advice 

After getting the Dropbox waiver for B1/B2 being refused and passport sent back and asked to come for an in person interview .As the interview slots are really a long wait ,don’t know if I would get to reschedule for any earlier date and presently being an pr in Canada ,was wondering if supposing I get my Canadian citizenship before the interview date and then I would not require a visa for US .In this case what happens to my interview slot and application,would it be a problem as on the ceac site it shows refused .Would this status refused always shows and would it create problems while traveling in future to the US as a Canadian citizen .Thanks

There is no way to withdraw the B visa application at this point.  It has already been reviewed by a consular officer and refused under Section 221(g) -- the additional information required to overcome the refusal is to schedule and attend the interview.

 

I would recommend scheduling the B visa interview while also pursuing your Canadian citizenship.  If the visa interview date comes before your citizenship is granted, you can attend it and, hopefully, get the B visa.  That will resolve any issues you might have after you are a Canadian citizen.  If the interview date comes after you're a Canadian citizen, or if you don't attend an interview before that, you have a clear explanation at the POE -- you applied for a vIsa but didn't attend the interview as it was so close to your citizenship acquisItion you decided it wasn't necessary.  Either way, a 221(g) refusal should have limited to no impact once you are a Canadian citizen.

 

There are several reasons why you might have been asked to attend a visa intervIew instead of being issued without intervIew -- including that some applications are chosen by random as part of the program standard.  Of course, the previous paragraph is based on you not having any known possible serious ineligibilities (e.g., arrests and/or convictions, drug involvement, previous overstay in the US, etc).  If you do, IMO, it would be best to attend the B interview whenever it comes (before or after your citizenship), so the determination of whether you are ineligible to enter the US can actually be made and, if so, whether there is a waiver available for that ineligibility.

I didn’t get any slip in my returned passport,only an email asking to come for an in person interview so does that mean it was refused under section 221(g) as I thought only my Dropbox waiver was refused and not the visa .My earlier 10 year expired in July 2019 and had been issued from  Dubai .And this time I was applying from Canada .
