Ok whatever. I did mean active, I am sorry if you feel attacked. I am not posting it for you. I am trying to bring clarity for others that read the post now and in the future. It's not a competition, and if I get something wrong I will not be upset if someone corrects me or brings clarity to what I said.

Your Filipina needs to request a CENOMAR from the PSA. Since she is married now they will send back an Advisory of Marriage. It basically says she is married. Not sure why they want that when you can show them your MC and your ROM to show the same thing.

Finally she got it.
After sending the Vital records office, she was told that it was good and to go in person to get the clearance but once she showed up, the officer told her that she needed "all originals" for the Tax returns, W-2 and Vital record and not a scan, also was told that the Vital record was wrong as is from a  previous date, (I was told that they could only give it with the date of their system last updatte.

Anyways, my gf tried to explain to the officer and after about 30 minutes of questions, she was finally issued one.

Thanks everyone for the replies

Congratulations! Always good to see someone have success with this.

They issued the certificate on the spot? No waiting period? Not sent in email? You are free to get on a plane immediately?

I think they have entirely eliminated paper certificates and stickers.  Now it's just an e-mailed pdf. They should give it immediately upon completion and they would be good to go at the airport.

Just a reminder to still print the PDF.  I know the airport staff accepts e-tickets, no need for paper copies.  But I don't know if it's the same with the BI officer and CFO certificates.  Best to present a print-out.

Sounds like par for the course. They will make you jump through hoops until they have satisfied their ego. They always end up giving it to you in the end. Congrats!

Yeah, the officer kept asking my gf for the flight date and we kept answering "we will book once we get all documents "

That's ironic because CFO is constantly telling people not to book their flights until the after their CFO certificate is issued. 🤣
