No, your brother cannot immigrate at the same time as your mom.  You may file an I-130 petition for your brother, separate from the I-130 for your mom.  It will take around 1 to 2 years for your mom to get an IR5 (parent of USC) visa interview.  For your brother, it will take maybe 16 to 20 years to get an F4 (sibling of USC) visa interview.

 

Another path for your brother starts with your mom filing the I-130 petition for him after she enters the US with her IR5 visa.  After your mom submits the I-130, it will take maybe 6 years or so, to get an F2A (minor child of LPR) visa interview.

If it takes 6 years probably looking at F2b

 

I would not like to guess F2a especially when we are a couple of years from filing.

You can probably file the I130 for your brother as it will take years, and is not a bad idea to get into the system.
