EB3 Child born before/after interview

Hi everyone,


(Asking on behalf of my Cambodian friends who are expecting a baby girl in February)

 

Their petition for an EB3 visa was just approved by USCIS. Within a month, they will have submitted

all the required supporting documents at the NVC stage; and due to current NVC processing times, I expect they will have their

interview at the embassy here in Phnom Penh, Cambodia before their baby is born. 

 

I've read that if a child is born after a visa has been issued, all they have to do is show the child's birth certificate to the immigration officer

upon entry to the US. 

 

However, if for some reason their baby is born before the interview, what would they need to do to add their baby's name to their application? 

Could that be done when they go in for the interview or would they have to reapply/update their i140 application?

What is the Priority Date (PD) of the petition, i.e., when was the petition first filed?
