Open your USCIS online account while visiting US or do in PH where living?

Since servers see ISP'S and know where you are (unless using VPN's) is there any pros or cons to opening your USCIS online account in states or PH and possibly having it 'marked' or 'categorized' as a US vs Int'l account?

 

I recall someone saying if your living in PH then Manila embassy doesn't care much about domicile so that would be a better thing and I wouldn't want them to see something on their computer saying this is a US account so the i130 should go somewhere else and not the NVC, etc...

Thoughts, experiences appreciated;)

US immigration wouldn't care where you access your USCIS account from.  Not a factor for domicile determination.
