Assuming?  Not good.  Now though, you are reading too much into what I wrote.  They DO consider the totality of circumstances, as they determine how the immigrant will be supported.  BUT, they have no access to know, or reason to ask about the issue being asked about, which is government funded supplemental support, or whatever it is called, in a given country.

 

If the sponsor is somewhat marginal, they'll certainly consider the past employment and employability of the applicant, but they can only consider what they know.

Facts are cheap...knowing how to use them is precious...
