quickest way, ukrainian to usa

Hi, I want to help a Ukrainian woman in Montreal Canada come to USA.  The American Embassy in Montreal says it will be sometime in 2025 before she can get an interview.  This website  https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/global-visa-wait-times.html .   shows many places with short  wait times. For example, Brussels is 9 days. My question is: can she fly to Brussels, get a hotel room for 9 nine days and get her visa?

What is the urgency to get her to the US if she’s already out of the war zone and in Canada?

I am not denying that.

 

But U4U gives people eligible a lot of benefits compared to a tourist visa. The main downside is that it is single entry, it used to be pretty quick, but now seems to be taking 90 days.
