What is the expectations for additional evidence after the US Embassy interview?

My wife was recently interviewed at the US Embassy in UAE. During the interview, the officer requested to upload the police certificate. They claimed that they can't find I, despite it being uploaded and accepted on the NVC website before the interview. 

After my wife's interview, we re-uploaded the document, and the visa status on the CEAC website changed from 'Ready' to 'Administrative processing.’ On the other hand, the re-uploaded police certificate status is still submitted until today. 

In light of this situation, there are some questions that I would like to get answers to: 


1. What would be the expected processing flow of that additional evidence? (Should it be accepted before the Embassy can proceed)? 
2. What would typical/average timelines be? 
3. Is there any well-known embassy practices of attempting to buy time by asking for more evidence? 
4. What would be the right way to ask about the visa status?

After your case gets Documentarily Qualified (DQ) at NVC, it's normal for the CEAC status of documents uploaded after DQ to remain "Submitted" forever.  It's been years since I got my visa and moved to the US, yet the documents I uploaded on the day before my visa interview still show as "Submitted" on CEAC.
