Your situation is not the same as the OP's.  In most states, DMV rules are different for tourists and other non-immigrants, like those on student visa.  New residents (including green card applicants like the OP) in VA are required by state law to obtain a VA driver's license within 60 days of moving into the state if they want to drive legally -- https://www.dmv.virginia.gov/licenses-ids/license/applying/eligibility#new residents
