K1 got RFE for criminal record

Hi we got RFE about criminal record detail, its from petitioner had domestic violence criminal record, but case got dismiss a charge , the record one of page accidentally destroyed it many years ago.
The court clerk supervisor wrote a letter explaining this. so that page no longer exists, we had that letter sign and stamped also petitioner write letter explain too and send out with our i-129f package, and now we got RFE they are ask same thing, anyone with same situation? 

now we decide to send the same stuff back.
i did research and find out our statements explain letter hasn't been notarized. no sure if thats the reason we got RFE.
now we are afraid miss something this time.

hope someone can give us more advice about this. thank you so much><;
