Is US police certificate needed or not?

I'm a naturalized citizen petitioning for my parents who currently live in China. Their I130s were recently approved, and their cases were moved to NVC. I'm working on filling out their DS260s and meanwhile I've made a list of all the documents that they need to gather. So I'm a little confused whether they need to obtain police certificates from the US. My mom and dad went to grad school in the US in the 1980s and 1990s (on J- and F- visa back then). They were in the US for 2+years and 5+years respectively before they graduated and went back to China. When it comes to obtaining their police certificates, do they need one from the US? They lived in the US for more than 1 year more than 30 years ago, and then in recent years visited the US multiple times on B-2 visa (<2-3 months stay each time). If they do need a US police certificate, do they get a finger-print based report from FBI, or obtain a report from the state police? They studied in VA back then. Thanks much!
