Hi,

I’m hoping to get some clarity on a situation that might be a bit unusual. My wife is Iranian, and she currently resides in Turkey. Our marriage took place in Turkey, which means we have a marriage certificate issued by the Turkish authorities. However, I’ve noticed that the NVC website provides a list of specific authorities for marriage certificates based on nationality. Here’s where it gets interesting – the marriage certificate criteria for Iran and Turkey are distinct.

Here’s my question: Are we strictly required to obtain an Iranian marriage certificate, even though we married in Turkey? After all, a marriage is a marriage, right? I’m a bit uncertain if we need to adhere to the specific Iranian documentation listed, given the circumstances.

Moreover, in Iran, a post-marriage birth certificate usually lists both spouses’ names. Ours, however, is empty due to our marriage occurring in Turkey. I’d really appreciate any advice or insights on how to navigate this unique situation.

It is not by nationality it is by country. You got married In Turkey show your marriage certificate from Turkey. 
If she has lived in Turkey for more than 6 months she should also get a police background check from Turkey

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You provide the correct documentation from the country in which the marriage occurred.  As I understand your post, you complied with all of the civil procedures to get legally married in Turkey and your marriage is recognized by tne Turkish government, right?  If so, you submit the Turkish marriage certificate as described at https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Turkey.html.  It does not matter to the US government if the marriage is recognized in Iran or not, as long as it is a legal marriage in the jurisdiction where it was performed.

 

Just to clarify -- the reciprocity table information describing the required documents is for the "nationality" of the document -- tbe country that issued it -- not the nationality of tbe person to whom the document was issued.

You are required to submit a marriage certificate from the jurisdiction where you got married -- in your case, Turkey.  Refer to the DOS Reciprocity page for Turkey for the required marriage document.  No need for Iranian marriage certificate.  Note also that when your wife's case gets to the NVC/consulate stage, she will need a police certificate from Turkey, but not from Iran.

 

I got married in the US.  I am a Philippine passport holder and I have no marriage certificate from the PH.  USCIS, NVC, and the US consulate were all fine with just my US marriage certificate.

I assume identification card is the same. She has both Turkish ID card as well as Iranian. Can we just submit the Turkish one?

From the embassy's published checklist, neither ID is required for the visa interview -- https://tr.usembassy.gov/visas/immigrant-visas/pre-interview-checklist/

 

Hopefully, other members who went through Ankara can confirm or share their experiences.  Bring both IDs anyway, in case the interviewing officer asks.  You may also submit a copy of the Turkish ID to NVC, as supporting evidence to get in the interview queue for Turkish residents, rather than the one for Iranian applicants on a visit.  From reports here from others pending interview at Ankara, it seems the consulate prioritizes Turkish residents for interview scheduling.

The underlying concept here is that "married" is "married".  You only need one marriage certificate per marriage.
