Transferring "sponsor" from myself to someone living in the US?

you would do the petition and be the spousor and file the needed support 

needed are your curretnt ncome tax returns and US residency at time of interview

1. When are you planning to move back to the US?
2. Do you want to move WITH your partner or BEFORE your partner? 
3. Is it important for your partner to be able to work and/or leave the US during the first year they arrive?

AFAIK, DCF isn't a thing for Sweden anymore.

Hmm…I think all embassies can still accept DCF at their discretion. Moving for a job that starts with short notice is one example given where an embassy might still except DCFhttps://www.uscis.gov/policy-manual/volume-6-part-b-chapter-3
