my spouse's I-130 just got approved. 

But he is moving to UK as a student end of this month. 

I will only proceed with the NVC documents when he's in UK, my question is that when the case is at NVC and I update the DS260 with the current address of UK (I saw multiple threads about this that if you change the address on DS260, it will change the consulate to the current address.)

how long does it take for NVC to change the embassy/NVC Case #? ,

No… you have to either contact the UK consulate directly or email NVC to have the embassy change locations. Just indicating your partner’s present address is in the UK won’t change the location of the interview. 
when does your partner want to move to the US/ how long is his course? I ask because once you submit documents to NVC he could theoretically have visa in hand within 3 months…

I am pretty sure I read multiple peoples comments that the embassy changes when submitting current address in DS260:


 

"determining interview location, considers your selection and compares it to your present address.

 

When they differ, the present address is the preferred input."

That post you linked is about Diversity Visa processed through KCC.  Their process is different from spouse visas processed through NVC.

 

Once your case is assigned an NVC case number, contact NVC via their public inquiry form, to request case transfer.

ok sounds good I will contact NVC as soon as my spouse is in UK .
