I-130A Signature - Canada

Quick question, filing I-130 and I-130A for my Canadian spouse and noticed that it needs to be signed unless the spouse is overseas. Does Canada qualify as being “overseas” and does not require my spouse to sign the I-130A? I can get the signature, no problem but figured I could submit it now with everything as I’m ready without her signature.

She can also print the page that requires her signature, sign it, scan it, and email / e-message to you. This is permanent policy now of USCIS: https://www.uscis.gov/policy-manual/volume-1-part-b-chapter-2

Are you sure the word "overseas" is actually used?

I had RFE for I-130a recently, which I then completed, USC spouse printed out (without my signature) and mailed it in. My RFE letter stated that electronic signature is not acceptable, and no signature needed if beneficiary is overseas… Got approved in 5 days after.

It does say overseas: Page 1, Note #1.

 

If your spouse is overseas, Form I-130A must still be completed, but your spouse does not have to sign Form I-130A.  Form I-130A must be submitted with Form I-130.

However, Canada is overseas definitely, because it's a foreign country. Blame some English words that don't make sense sometimes. I forgot where the State of Rhode Island is actually an Island.
