K-1 Police Certificate- RCMP and Commissionaires don't know how to get Police Certificate WITHOUT photo and fingerprints.

Last month I went to my RCMP Station and asked for a Police Certificate. I brought the information sheet from https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Canada.html to ensure that it was entered correctly as I know the Canadian Police Certificates can be tricky. I ensured to ask for RCMP National Repository Entire Holdings and for type "other".

Today my police certificate arrived but I believe it is incorrect, it has my photo and fingerprints on it. The gov website and the letter I was sent specifically say that "The requested document is fingerprint-based, but the report does not include an image of the applicant or the applicant’s fingerprints.".

I went back to the RCMP and explained that I need a Police Certificate without my fingerprints and photo on it and they said that this is impossible and does not exist. I showed an example of someone else's I found in the linked thread and they said that they do not know how to get a Police Certificate without my fingerprints and photo on it. I talked to the Commissionaire and she also said that she does not know how to get a Police Certificate like that and to come back tomorrow to talk to the Commissionaire manager.  I am going back tomorrow but I need help!

Does anyone have any idea how I can help them help me to get the correct Police Certificate from the RCMP/Commissionaire's? I don't know what more I can do tomorrow other than bring in the exact information that the US government provides asking for a "Certified Criminal Record Check – For Personal Use – subtype Other and ask for a search of the RCMP National Repository Entire Holdings." that is "is fingerprint-based, but the report does not include an image of the applicant or the applicant’s fingerprints". This is exactly what I did last time and today.

The U.S. cannot force the RCMP to provide a document in the form the U.S. demands.

At any given time, there is out of date information in https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country.html

I believe what you received will be fine. The title of your document matches what the Canada entry in the above link says: "Certified Criminal Record Check – Type of Criminal Record Check for Personal Use: Other / RCMP National Repository Entire Holdings"

If the CO rejects a certificate that has your photo and fingerprints, then that CO is putting America at risk. The CO should be happy it has your photo and fingerprints as these are easy to verify.

Instead I interpret:

"Special Seal(s) / Color / Format: The requested document is fingerprint-based, but the report does not include an image of the applicant or the applicant’s fingerprints." to mean

"You [the CO] cannot reject an RCMP police certificate if it lacks fingerprints and/or photo"

If the CO thinks your certificate thinks the certificate is fake, ask the CO to check with an ARSO or FSN Investigator : https://www.state.gov/serves-as-the-u-s-embassys-law-enforcement-liaison-to-the-host-nation

i'm having the same issues but one of my friends was able to obtain this but only because she had taken the wrong one to the interview so the embassy requested it for her.

doesn't it need to come from the rcmp?

I am sorry you are having this issue as well! I have never heard of the Montreal embassy requesting a police certificate for someone.

What I have done is I was given the name of the Commissionaire who is I charge/the manager at my local RCMP station and just called and showed up every day until I could talk to him. He seemed to know how to input it in the system to get a Police Certificate in the correct format but I won’t know for 3ish weeks until it arrives!

I recently found the Facebook group “Montreal K1 Visa Applicants” and I am finding it a lot more helpful that visa journey if that helps! There are posts in there about Police Certificates too.

***FOLLOW UP***

It took 3 separate police certificates but I finally got the correct one! I am an expert at being fingerprinted now! I only was able to get the correct format because I was given the "boss" of the Commissionaires at my RCMP Station's name and I just called everyday until I was able to get ahold of him. I explained what I needed and he said he could do it for me.

I didn't do or ask for anything different the 3rd time unfortunately in order to get the correct format, it came down to the Commissionaire knowing how to correctly input the information into their system. Each time I brought the sheet with the exact asks from the US government but I guess it comes down to the officer's knowledge of how to input specific fields.
