Question on CR1 Visa

Timeline

Good morning, something has been in the back of my mind so I thought I would ask here. My fiancé and I are planning a wedding in October in Thailand. We have been together for over 2 years and I have traveled to Thailand last year to meet her. We decided on the CR1 path for us. My question is she has 3 boys, 2 are over 18 and have their own lives, but the youngest is 14 and he lives with his father. Also none of them have any desire to move to the USA. Will that be an issue when we apply for the visa to bring her here? Thank you.

NVC or consulate might require the 14 year old be counted in your household when you prepare I-864 since technically he is a dependent

He is a dependent of the visa applicant, not the petitioner.  However, if the petitioner will be helping support him, then he should be counted as an "other dependent".
