On my parent's immigrant visas it says "UPON ENDORSEMENT SERVES AS TEMPORARY I-551 EVIDENCING PERMANENT RESIDENCE FOR 1 YEAR". They arrived and got their visa stamped with the customs and border control entry stamp that says they arrived on 4Aug, Class IR5 and the "Until" line is blank. 

 

Since I-551 refers to the green card, does this stamp count as "endorsement" and if so does it mean they can travel back and forth to the US now as permanent residents before they receive their green cards?

Yes, they can.   The purpose of the stamp is to cover for increased card processing times.   You paid the $225 fee, right?

Not exactly. The endorsed visa has always been the temporary I551 (green card) regardless of the  variation in processing time of the plastic card .., 

And the GC fee is $220

Hopefully the cards will be sent soon, but in the meantime, your 551 serves as the same thing.
