Please share your experiences and tips to enlighten me how this retrogression happend and how to ease the process. Is it better to change status from LPR to US citizen? My brother will be 21 soon and still not interviewed, was told to keep checking at visa bulletin and wait for our priority date 2019 to be current before scheduling visa interview appointment.

Unfortunately there’s nothing to do other than wait.

You’ve not given details of your brothers case - which family member is sponsoring him?

The fact that F2A was current for so many years is unprecedented. It has always been retrogressed before this wave of “C” happened so it’s back to how it used to be.

Im trying to understand as well. What happens if your F2A gets DQ'd? does it mean I have now to wait for visa bulletin to be current to get interview schedule?

They can not issue a visa if your PD is not current, I suppose they could interview you but there are limited slots so makes more sense to interview people who are not waiting.

If the embassy sent you an interview or auto expedite letters prior the retrogression and you decided to continue with the interview and your PD is not current, the pre screener will not let you go through with the interview. This information is from EB3 applicants group I belong to,I’m sure the process will be the same for family based applicants. So word  of advice do not proceed as you will only be wasting time and money if you do so.
