I think it maybe a NYS public charge.. she used the public hospital for a dental procedure and that’s what she’s omitting.

She needs to pay that bill asap.

Did the notice go to her directly or the attorney? Because I see an attorney crafting a "look alike legal USCIS" notice and sliding it behind the official USCIS notice, then sending it to her. Yiu may wanna probe where that CC payment is going to.

So many unanswered questions, without those answers and a copy of the notice from "USCIS", no one can accurately tell your "friend" how to proceed.

did she send a payment (odd amount) to USCIS thru credit card and then cancel it?

But $978 is a strange amount for a fee 

if it is a dental fee,  she needs to pay before leaving 

she should know if she had something done at dentist office but that would be paid to dentist or collection agency

It sounds like either you or she or we are not sure whether this is a USCIS fine, a dental bill, or a fine from the state/locality. And since she won't show you it, there's not really anything anyone can do unless she shows someone else who can assist.

For monetary penalties they just don't issue a letter and ask for payment.

There is a legal process behind, that requires depositions, subpoenas, hearings, etc.

 

An image of said letter would help immensely to untangle the mystery.
