Are you trying to have your father immigrate to the US or get a medical tourism visa?

He cannot get medicare/medicaid as a tourist. It will no doubt be cheaper for him to obtain care wherever he lives.

Yes, he can....self-pay is always an option....but would be expensive, I agree.

What? These are social service programs that one has to qualify for, you can't just randomly buy them.

I always sort of think of this as like a Transit visa, what is wrong with a regular B?

 

If you have a B or the VWP you can get medical treatment. I hate trying to be logical when often there is no logic, maybe people who they might not other give a B to but have all the documentation to support a medical need? But then you are likely to have the big bucks and probably a B is not an issue. Confusing.

Well California and NY are so of different, so if he immigrated he could get the Medicaid from pretty much Day 1. But that would take a couple of years.

He's not immigrating though. He's just looking to visit. If any tourist could just hop on these, don't you think they would dip in and out of the US and get 10's of thousand of dollars in treatment for free?

 

Edit: I think OP is asking about a tourist visa for medical purposes but it's not actually not clear if he could be asking about expediting permanent residency for his father.

As others have pointed out - this will get very expensive. For US citizens/residents there is a requirement for medical insurers to offer insurance even with pre-existing conditions - this does not apply to travel insurance for foreigners. Chances are you will not be able to buy any insurance that covers his current medical conditions, much better to spend the same money on home country treatment.

Those are chronic issues that do not require US-based specialty  care-  there is no “emergency”.

 

Just petition him for an immigrant visa and wait your turn in the queue like everyone else.
