So the average wait time for an IR1/CR1 Visa interview in the US Consulate in Santiago is around 5 months? right? has anybody  recently received an interview notification?

Yes, about 5 months to get the notification since DQ, approximately, and the interview is scheduled approximately one month down the line after the notification
