between I-130 approval and uploading documents to NVC

My I-130 was approved and I want to make sure I understand things. 

 

Here is what I think I understand 

USCIS will send me an approval letter and send my file to the NVC.

NVC will then create a case number with invoice ID and send me a welcome letter by e-mail and mail.

I then Use the case number to log onto the CEAC website and pay the NVC processing and affidavit of support fee.

I can then start uploading documents after the fees are processed.

 

Is the USCIS letter they send me the same as the I-130 approval that's on the USCIS website?

 

The NVC says it is currently processing cases received from USCIS on 13 Jun.

does this mean I should expect to hear from NVC around  the beginning of September?

 

Is there a way to pay the NVC fees sooner?

I am assuming no, but want to make sure.

I thought that NVC wouldn't create a case until the fees were paid, or would they just not approve anything until its paid?

 

I have everything ready and am only waiting for my Police certificate.

You'll get the email from NVC in a few days.  The June date is for their actual review of what you submit once you've paid the fees.

Other way round, case review is only about 2 weeks, the June date is for case creation.

You can’t pay the fees until you get your Welcome Letter (different from the I-130 approval), so expect that in just over a month unless processing times speed up again. Once you’ve got that you pay the fees, wait another few days for those to clear, and then submit docs and the DS-260. Then hope those are approved in a couple of weeks and sit and wait for an interview letter - the time for that will depend on the queue at your consulate.

You probably won’t even have to wait this long for case creation. My 130 was just approved end of June and NVC welcome letter was emailed in 5 days.

I thought that NVC wouldn't create a case until the fees were paid, or would they just not approve anything until its paid?-NVC first email is titled "Notice of Immigrant Visa Case Creation" They just won't do anything else until you 1.) pay and 2.)  upload and submit your documents. 

 

I have everything ready and am only waiting for my Police certificate.- As frustrating as it is... there is nothing to be done right now. But, heads up! If the beneficiary has an address history that is lengthy make sure you 1.) write everything down in another document to refer to and maybe write down two addresses as a place holder. This way you won't get kicked out of the system when it times out.
