How to request a change of interview venue for applicant through the NVC?

Have your wife submit a request through the File Transfer Request Form -- https://japan2.usembassy.gov/e/visa/tvisa-form-iv-transfer.html

 

Please submit this online form if you wish to have your immigrant/fiancée visa file transferred under the following circumstances:

  • You wish to have your visa file transferred from another Embassy/Consulate to Tokyo/Naha.
  • You wish to have your visa file transferred between U.S. Embassy Tokyo and Consulate General Naha

So yes, Naha does process immigrant visa cases and they do accommodate transfer requests from Tokyo.  My understanding is that it's mainly for family members of US military members assigned in Okinawa, but it wouldn't hurt your wife's case to request for transfer anyway.  Please do update us on the outcome.

That there IS a Consulate in Naha is not the issue  Yes, immigrant visa interviews are the purview of the Immigrant Visa Unit.  However, apparently the Unit in Tokyo can facilitate an interview in Naha, either by somebody assigned to the non-immigrant visa unit there or sending immigrant visa unit members to Naha from time to time.  This would be unique to Japan.  

 

For example, you cannot interview for a spouse visa in Beijing instead of Guangzhou or Vancouver instead of Montreal, etc.
