According to the I-129F form, I need photos "printed on thin paper with a glossy finish, and be unmounted and unretouched. The color passport-style photos must be 2 by 2 inches."

But I can't find anywhere that offers this. I can take the photo myself, but I can't find anywhere to get them printed. I checked walmart, staples, walgreens, and CVS, but none of them offered 2x2 inch images, except for walmart, but their photos are matte, not glossy.

You can print 6 pictures on a 4x6.  Just need to cut them yourself after.  Photo printers in store here do offer gloss finish.

For higher quality prints I've used Nation Photo lab many times, but for such small pictures, it shouldn't be necessary.

Do you have a printer at home? If so just take a photo on your phone, size it using a free app/website, and buy glossy paper to print them on. That’s what we did for both our visa apps and it worked fine.

We've used aipassportphoto.com, for $4.99 all you do is upload the headshot photo from any source and it crops and adjusts it to be compliant, then formats it to print 4 2x2 photos which you can upload to walgreens and print for less than a dollar.

We did this too! A really cost effective solution.

I'm using the government tool that does the same thing for free https://tsg.phototool.state.gov/photo

well, not the "formats it to print 4 2x2 photos" part, but I have photoshop for that.
