Spousal visa from Dubai

I married my spouse in Pakistan, she is citizen of Pakistan but has worked in  Dubai for 2 years, we met in Dubai. Can I apply for her from Dubai? I'm US citizen.

If she is legal resident of UAE and will be in 2 years for the interview,, u can use Dubai

the embassy will still have her in AP (say refused) while they do the extra security checks for Pakistan

No.  Pakistanis are subject to extra vetting/administrative time for US visas regardless of where they live.  It will take several years either way.

You are a US Citizen who is not applying for anything at all.  You'll be filing a petition in your spouse's behalf.  When that petition is approved, it will be your wife applying for a visa.  She will apply "from" where she is currently residing at that time.  (Maybe 18 months from now)  Where will she be living then?

Thank you for your feedback, Pushbrk. I understand that I'm petitioning for my spouse, but I believe that I had to pick which embassy to send the paperwork to. My wife will be in Dubai; she has a visa valid for another two years and has worked there for the last two.
