Did you manage to get your category changed to F1, or are you still F3? If the latter then your PD is a long way off being current. 
 

And if you have got the category changed recently, then that means you’ve only just been added to the queue for an interview, and it’s a long wait at Lagos. 
 

So either way you’ve still got quite a wait ahead of you I think.

I have always be on F1, I didn't change category. 

I have been documentary qualify and on the queue waiting for interview date since September 2021.

I just want to know which year/month of DQ F1, Lagos gave interview date to recently.

Not sure of the best place, but once you choose a new consulate, you need to contact them and request that they take your case.  The decision is entirely up to them, but in general, if a US consulate is functioning in the country of residence, they will not allow a transfer.

It's not a question of the 'best place', you generally have to be resident in that country (search the forum for 'consulate shopping' for more info).

 

You can certainly ask but starting again at another consulate may end up taking longer in the long run so you would need to pick where to apply to carefully.
