If your timeline is accurate, February 1, 2022 was the date of the marriage, so avoiding ROC seems moot.

I am on my phone, apologies.  Interview in August, visa sometime after that, I assume medical exam will be close to the interview.  You will be best to enter the US after 2/1/2024.  Use the six months the visa is valid for to tie up loose ends, and avoid the ROC process.
