What is the process for receiving a 'conditional' green card after the immigrating spouse is issued an I-551 passport stamp?

Did you pay the fee for the GC?  If you did it can take 4-8 weeks for the actual GC to arrive.

Would that be the $280 fee? After receiving the i-551 passport stamp, do you have a full year to apply for the conditional green card?

It's $220 for the fee.  A plastic card will not ever be issued until it is paid.   The temp stamp is only valid for 1 year.  Then, you will have to get an ADIT stamp for evidence of legal status.  Most people pay this $220 fee prior to entering the US.

We strongly encourage you to pay the USCIS Immigrant Fee after you pick up your immigrant visa from the Department of State and before you depart for the United States.

Definitely wanted to pay before you enter the US. The CBP actually checked and mentioned to us " Oh, good, I see you already paid your Green Card fee, if you don't see it in 90 days, call and check". I'm sure they would have mentioned it at POE if you haven't paid you fee. Pay it right away and keep the receipt, I did it from my phone as we picked up my stepsons passport at the post office, it had the instructions inside the envelope with the passport and visa. You need the number on the form to pay the fee. Took a few min. to do, and we left the next day. So it updates right away when you pay. Green card arrived 45 days after entry in the mailbox.

Is an F2A family entry visa issued to a spouse at the embassy interview the same as a temporary green card?

Not before it is used to enter the U.S.

Is she authorized to work upon arrival in US?

yes. The stamped visa is a temporary I-551 good for one year

There seems to be some confusion as to whether the $220 immigrant fee was paid or not.

Someone should check their credit card statement

If the immigrant fee was paid right away at time of application, than it has been a while since it was paid and it may be difficult to track down on  a credit card statement. Is there another way to check to see if it has been paid or not? Not sure if application is still at CEAC.

OK I found in their records, it says the AOS fee and immigrant visa fee ($325) have been paid. Is this the immigrant fee?

That's not the green card production fee ($220).  You pay that on uscis.gov so should be easy to see on credit card statement. Would've been paid after visa issuance and (possibly) before entering the US.

Generally people do not pay the $220 fee until a visa is in hand. Personally I would not pay until the visa is in hand and it is 24 hours before my flight departs.

So where is OP’s beneficiary in the timeline?

Does not paying the immigrant fee right away affect the time it takes to issue a social security number?

I am not aware of that. The stamped visa can be taken to an SSA office to get an SSN.

21 minutes ago, healthteacher said:

Will the SSN still be sent in mail following arrival in US?

Yes if the documents filed with NVC requested that.

Never wait too long for an SSN.
