After obtaining the import documents through the registered importer, can the car be legally driven on the roads of the United States and Canada before going to the DMV for registration?

Because lexus no longer issue us a compliance letter, it can only be imported through a registered importer, my question is:

Our car has to be parked in their facility for 30 days, after paying customs duties and other fees to complete the formalities and get the import documents, and then go to the DMV to register. Will my Quebec license plate still be valid when we go to pick up the car and leave their facility? At that time, can I still drive back to Montreal to pick up my moving things and then drive to North Carolina DMV to register?Thank you for your answer!
