I485 birth certificate

I am a naturalized US citizen applying green card for my parents. State Dept says that a Family Registration Certificate (FRC) is acceptable in lieu of a birth certificate. They were born in Pakistan.

My question is that my father was issued a FRC which shows his name/DOB etc and all of our family (including my mother's name / DOB etc). Is that one FRC sufficient to include for both of their i485s? (since it also shows my mother's information)

Or do I need to get a separate FRC issued to my mother - but it will show the same information as the FRC issued to my father.

Are your parents currently in the US?
