Residency for Interview. Tax vs Legal

Hello. We are trying to figure out which embassy to put on the I130 based on a few things. My husband is a Russian citizen but will soon become a tax resident for Georgia. The US Embassy of Tbilisi site states the embassy will interview citizens and residents of Georgia and Azerbaijan. It doesn't specify if you should be a legal, temporary, or tax resident. I'm guessing it doesn't matter, but does anyone know?

 

If I mark Tbilisi as the embassy we want him interviewed at instead of Warsaw on the I130, would that be fine? Or could it be denied for being the incorrect embassy for Russian citizens? Or would the NVC/USCIS change it to Warsaw on their own?

He can't even enter Poland right now, it's honestly not an option.

Any advice helps.

Resident is "legally residing".  Sounds like Georgia for this case, as he is authorized to live there, not just a visitor.

Facts are cheap...knowing how to use them is precious...
