LBC premium pickup/dropoff and delivery

My parents qualify for the B1/B2 visa interview waiver so they are using the dropbox for their renewal application. Above instructions pertain to LBC dropbox use. Since we are outside Manila we will use Option2. Does it mean my parents need to pay PhP440/passport when they drop off their passports for visa interview waiver, and then they pay another PhP440 upon return delivery of passport?  Or is the PhP440 for the total courier service per passport? It sounds like it's for the total service but the last sentences state that payment is collected again at delivery. So two payments or maybe no payment is collected when the passport is first dropped off?
