N600- no green card yet

I have a general question. One of my friends, just became a us citizen. The kids have an immigrant visa from 2021 that expired. They have never received their green card because it got lost in the mail. He applied for their green card again and it’s still pending. 
since he just became a citizen can he just apply n600.

Timeline

The kids are probably U.S. citizens.  He should go the faster and leas expensive route of applying for their passport books and cards first.

Yes, he can.

 

But it’s a one shot deal and if you miss any bit of the correspondence, you don’t get it again.

 

Apply for the passport card and passport.  Card only is $30.

 

Then N600.

 

He should not have applied for replacement green cards as they are (by law) no longer LPR but citizens.

He applied for their green card before he earned his citizenship. They are taking a long time so he earned his citizenship before they got their green card.

They also don’t have their social security card yet ?

A few  things are not clear from your post.

 

1) did they enter the US with their immigrant visas?  Were their visas endorsed in their passports?  How old were they in 2021?

2) they paid for and did not receive their green cards?

3) where do they live now? In the US?  

4) what year did your friend become a citizen?

5) did he fill out i-90s to replace their lost cards or did he fill out i-130s to sponsor them?

1. Yes they got immigrant visa. Yes the visa is in their passports. They were under the age of 15. 
2. yes they paid for and did not receive it. 
3. they are in the USA 

4. this year he became a us citizen 

5. he filled out I-130 to bring them into the USA. Then he filled for their green card but they never revived it. So he filled out an i90.

Then what I said stands.

 

The day he became a citizen, they did too IF they were under 18.

 

As they are both over 16,  only 1 parent needed for passport app.

No parent if 18 and over.

 

Passport app is DS11.

What about if they don’t have their social security yet ?

If you would like to apply for a U.S. passport, and you don’t have a Social Security number, you will need to submit a statement, signed and dated, which includes the phrase, “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct:  I have never been issued a Social Security number by the Social Security Administration.”


But there is no reason why they could not have received it with the i-551 stamp in their passport.

If SSN office gives them hassle, they can always request ADIT stamp in passport from USCIS as proof that they are LPR.

I called the social security office twice they said they can’t give them a social security since their stamp expired.

The kids have been here since 2021. He hasn’t claimed them on his taxes for 2 years?! Now proving they are U.S. citizens just got harder.

 

Pity he let their temporary I-551s expire before got their SSNs.

 

He will need to use this process to get them new temporary I-551s:
