USCIS ASC biometric appointment overseas

I'm confused.  What was the receipt notice and biometrics for?

No, it is not normal.  You cannot do this outside the US.  Ask your spouse if there are rescheduling instructions on the notice.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

They put those re-scheduling instructions on there for a reason.  Rescheduling is a much better choice than just missing the appointment.  I would absolutely reschedule or come back to the US.  I'm not sure why they want biometrics.  Perhaps they need some info missed at POE or perhaps they need to clarify some information in your records.

It doesn't make sense that you would need biometrics (or anything more) at all.  That would have been done prior to receiving the visa, and assuming you paid the GC fee, you should be receiving it shortly if not already.

Did your wife send you a photo or scan of the letter? If not, I would definitely ask her to do so. It may help us make sense of it if you are able to post the letter here, will all identifying information removed. 

 

As others have said, biometrics is NOT normal for someone who has arrived in the U.S. on an spousal visa

POE means the airport.  That's the reason.  You can either reschedule or you might be able to go to the nearest Deferred Inspection Office for Customs and Border Patrol to get that done.  Worth a try.
