Is it possible for a US citizen who never actually lived in the US to sponsor their son / daughter?

No...unless the sponsor moves to the US either before or at the same time as the beneficiary.   Sponsors/petitioners must be domiciled in the US.

CBRA Citizenship from outside the US in this case not possible as he stated never lived here/ USC would have to file I 130 and understand she/ he needs to have filed IRS tax returns ,  have US residency and have US income to support the petition(s)

 

For birth on or after November 14, 1986, the U.S. citizen parent must have been physically present in the United States or one of its outlying possessions for five years prior to the person's birth, at least two of which were after the age of 14.May 11, 2023

The age of your child (and their marital status) is important.

 

The legitimacy of your child and your gender is also important.

 

1) if under 18 and 1 of your parents is both a citizen and has met residency requirements, you can file N600k and if approved, your child goes to the U.S. and gets proof of citizenship after oath/interview.

 

2) if under 21, you can sponsor your child but you have to prove domicile in the US and there are financial requirements.  If your child is under 18 when they land in the

US, they become citizens immediately if they can prove that they are in your physical and legal custody.

 

3) if over 21 and/or married, it’s a long wait, as there is a quota for F1 and F3.

Hey, thank you everyone for your replies, sorry that it took time for me but I will give a further explanation about the case.

 

My grandmother is 85±, she is a US citizen who lived in the US for maybe 1-2 years (in total before and after she got her citizenship). She filed tax returns in the past and she has an address in the US. My father (her son) filed an application (F3) and the current date is getting close by few months. We can assure that if we get it she will also move to the US with us.

I can see they may be suspicious about her intent and may wish to see her clearly relocate first.

Doubtful.   That is a family reunification visa.

'We can assure' won't be enough, they won't take your word for it. As above, she may need to move back soon so she's settled before you start the NVC process. What is the Priority Date?

 

You say 'move to the US with us', are you still eligible to get a visa, you've not aged out?  Just that a grandmother in her late 80's would usually mean an older grandchild, although not necessarily of course.
