My wife arrived yesterday and they did not stamp her US Visa on her passport. When she asked the immigration agent, they said that they do not stamp it anymore.

 

Is this normal?

Not normal.  She needs to go to a Deferred Inspection site and get the stamp.

This indicates the endorsement is needed :

WOWWW! We're in Maryland, are you sure we needed to get it stamp? She asked several times from the immigration officer and they said they do not stamp any more.

That isn't the same thing.  That article does not apply to endorsing  immigrant visas.

Without the stamp, the visa does not act as a temporary Green card for one year. The date on the endorsement stamp is important.

This should be printed on her visa.

"“UPON ENDORSEMENT SERVES AS TEMPORARY I-551 EVIDENCING PERMANENT RESIDENCE FOR 1 YEAR.”"

How do I check my I-94 record online?

US citizens and People entering as Legal residents don't get an I-94.

There is a Deferred Inspection Site in Baltimore.

The immigration agent took a photo of her and asked her to verify the address of stay. So why did they do that? Does this mean she won't get the green card in 60 days if we do not get the endorsement from Baltimore?

According to USCIS, below is a "Here is an example of an immigrant visa with the CBP endorsement:"

 

 

Is the endorsement the 0000 numbers in RED on the bottom right? If so, my wife's VISA already had that when they printed it in the embassy.

No.  Absence of an endorsement stamp means she has NO WAY to prove when she entered the US.   The example you show even says "upon endorsement....."

No, that is not an endorsement stamp.  That is the visa control number.  Here is a proper endorsement.

You can use it to work, travel internationally, or otherwise prove your Lawful Permanent Resident status when needed.
