Yes , do not worry that your visa got rejected. There is always opportunities available to once again lodge the same visa or a different visa based on your eligibility. Based on the reason for visa rejection, and your circumstances , we can provide you an advice about the future prospects.

Our favorite lawyer Mr Hacking had a case on his show a few months back with the same issue. I believe the petitioner moved to a different state, sued the government (through Hacking) and then managed to get a visa issued. Caller called into his show because green card had not arrived months after arrival…. Turns out they had entered country through Texas and requested the card be sent to Texas address…. Not sure how it all shook out in the end but @Qurat make sure you don’t move to Texas after the visa is issued… you really have to move to another state.

So my CR-1 visa got rejected due to cousin marriage in texas. Will applying from another state where cousin marriages are legal cause problems for the visa approval after being rejected once? If so how to overcome those? Secondly how long does it take to establish domicile in another state, for example california? If theres a case similar to mine please let me know.

Did you receive 221(g) OR  Has the file been returned to USCIS? What did CO tell you at interview?- NOIR or NOID?  If sent back to USCIS you probably want to start over with new I-130 petition after the USC moves to another state. Getting an address and new job in the new state should be sufficient…

There have been plenty of similar cases on VJ, they moved.

Actually relocating, and starting over is the solution.

Quick question: How did they find out that you and your spouse are first cousins?

11/17/2016: Got engaged
11/28/2016: I-130 sent to Chicago IL lock box
01/12/2016: NOA1
