Unless you have some very strong ties to the Philippines, such as businesses, land ownership, a lot of money, strong political ties, etc., you might as well not waste your time and money to apply for a tourist visa. You must be able to demonstrate to the Consulate Official that you have strong ties to the country and they must believe you will return to the Philippines when your tourist visa is up. I don't know the exact figures, but I have read most tourist visas for single females from the Philippines are denied. I obviously don't know your situation and circumstance, but I do know it takes a lot of evidence (not just your promise to come back) to convince a Consul to issue a tourist visa in the philippines to a single female applicant.

Unless she was denied the tourist visa for other reasons than proof of returning she won't have any problems doing a immigration visa. K1 is non immigration visa but the same trip.

LOTS of pinay are denied for tourist visas in RP and it doesn't come into play for immigration.

She'll have to declare the refusal on the forms but it normally doesn't normally matter.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

There are also exceptions. Friend of mines mother was just here on a 10 year multi entry visa for 4 months.

She isn't rich at at all.

Daughter was having a baby and moms had a letter from doctor stating such.

Older parents get tourist visas easier as they are less likely to go TNT.

Note! There is something like a 90% denial for Filipinos tho.

USEM makes $100 each for a 5 minute interview. USEM is not doing to bad making about $1200 an hour for each CO!

The denials plus approvals add up annually to BIG money.

In other words, it's a very slim chance of getting a tourist visa, not to be pessimistic, just realistic because the Manila Embassy does not issue many tourist visas to the States. - Cheers!!!
