K1 requirements, meeting within 2 years of  all the years on VJ, ( with original profile from 2007)   I never seen a K1 visa petition approved with a wavier due to not meeting.

Even with all good intentions of meeting, even with a heath issue keeping from meeting at the moment.     Even a lawyer would say, " Then wait until you can travel."

Visitors Visa to US,    Has to show strong ties to his country, such as a good job, home, or own a business.  Strong reason to return to his country, especially from Africa.

A letter- invitation from you would not help at all, a visitor's visa is what HE applies for, not you. It's all on him.

Also keep in mind, the person on the other side of the computer screen can very well NOT be the person you think they are. Be careful inviting someone into you home who you truly do not know if a Visitor's Visa is somehow approved.

Best of luck whatever way you file.

I was never intended to apply for the tourist visa.  I said nothing of soɛr.  Secondly... WE ARE TRYING TO MEET IN PERSON.  Our goal is marriage however that is not the purpose of the tourist visa.  The purpose was for him to meet my family and I will meet his family that is in America.  We WILL have two weddings because of our culture.  I am planning to visit his family in his country once I have the go ahead to travel.

The invitation letter was requested by the embassy in SL because he will be staying with me and they needed to know my information about many things they have asked.

So we should just apply for the k1 visa and close our eyes with fingers crossed?

Oh I thought you meant you’ll just apply for that after meeting one time.

I did not know you meant apply for K1 without meeting.

I take back my statement as I interpreted your words differently.

You have been given excellent advice so far. K1 waivers are EXTREMELY rare. You’d be gambling with the chances of that.
I especially like @Mike E idea regarding Mexico and driving there. A tourist visa is much easier to get in this case.

That letter will not help.  He is going to stay with his fiance in the US?  Why should he go home after the visit?

He has been interviewed? How was this requested?

You want him to stay at your house? Sleep at the airport?  Sleep on the park bench? Of course he will stay at house during his visit.  Duh!  He will go back home because we will do the right thing regardless of the embassy believe it or not

He will need to disclose his family in the US on any visa application.  This could complicate things even more given the country of origin.  Lots of time and patience will be needed based on everything you have disclosed so far.  The advice you have been given is realistic and pragmatic.  This is a difficult situation.  Hopefully your medical condition will improve over time so that you can travel to meet him in person.  Good luck!

See, that’s just the thing.   YOU might do the right thing, but thousands from his country have not in the past.   This is why he won’t get the B visa.

It is his maternal uncle and his family.  I don't think it is necessary  include his uncle is planning to send for him himself.

If he lies on the application about having family in the US, don’t expect a positive outcome.

Are you saying his uncle wants to petition him for an immigrant visa?

There's a chance he could get a B visitor's visa.  I mean, maybe not a great one, but it's worth a try.

Focus on what you can do to make that application tight.

-what ties does he have to his home country? Job, family, rent/mortgage, that type of thing

-has he traveled to other places and successfully come back (ie a history of obeying visa rules)

This might be a long-term process, but love and immigration often are.

On J visas.  Spouse won DV lottery while in US.  Did AOS from the US.

Boston field office, GC holder for 10 years.

Citizenship received in 2016, took ~5 months from application to passport.

Spouse received citizenship in 2019

Unless he can convince the CO that he will return home, there will be no tourist visa.  The CO is not obligated to even look at evidence. So far, I see nothing that will sway the CO.

45% B visa refusal.
